According to the Article 63 of the Treaty, there should be two Fora with a mandate to advise the Energy Community – one on electricity and one on gas.
Chaired by a representative of the European Community, the Electricity Forum brings together representatives of all interested stakeholders. These include industry, regulators, industry representative groups and consumers. The Electricity Forum adopts its conclusions by consensus and forwards them to the attention of the Permanent High Level Group.
Article 66 of the Treaty establishing Energy Community explicitly states that the meetings of the Electricity Forum will be held in Athens.
