The Energy Community contributes to rebuilding trust and cooperation between governments and industries, and fosters stability across Europe. By working closely with their counterparts, the Energy Community stakeholders learn from each other and improve thereby their performance on the ground of the Energy Community Treaty requirements. Through examples of good practice, the stakeholders benefit from the experiences of others.
The Energy Community process is embedded into a solid institutional setting. Pursuant to the Treaty, the internal decision making mechanism lays on the Ministerial Council and the Permanent High Level Group. The Treaty also stresses the need to have accompanying platforms enabling discussions and exchange of information. Additionally to the institutions set up by the Treaty, the Ministerial Council established Energy Efficiency (2007) and Renewable Energy (2009) Task Forces. The ministers established further Task Forces on Environment and a Energy Strategy Task Force in 2010 and 2011 respectively.
Attendance to the Energy Community meetings is subject to a nomination. The Secretariat invites organisations involved in the Energy Community process. These, in return, nominate a representative of their choice. The participants attend the events as a representative of their organisation.
This section focuses on the individual entities of the institutional setting, in which the Energy Community is embedded. All in all, the Energy Community Secretariat organises annually more than 40 events, varing from large scale conferences to expert level workshops. To start with the composition, aims and tasks of each institution will be briefly described. The thereof following pages display the meeting documents of each entity. The presentation of the individual meeting documents is based on a chronological order.
