The Title VI of the Treaty of establishing Energy Community outlines the internal decision making process. The Energy Community may take measures in the form of recommendations, decisions or procedural acts. This gives rise to the Energy Community secondary legislation.
According to the Article 76 “A Decision is legally binding in its entirety upon those to whom it is addressed”. Procedural Act, on the other hand, regulates “organizational, budgetary and transparency issues of the Energy Community”.
Since the entry into force of the Treaty, the following decisions have been enacted.
