The concept of security of supply encompasses reduction of external dependence, enforcement of transport infrastructure and gas storage facilities and diversification of supply of gas and electricity. Diversified supply structure puts the operational regime in a better position to counter threats of sudden energy disruption. It is essential that these efforts do not undermine, but supplement the overall liberalization of the national energy markets
Two legal acts lay down the legal framework for security of supply at the European level. These comprise:
• Directive 2005/89/ EC concerning measures to safeguard security of electricity supply and infrastructure investment,
• Directive 2004/67/EC concerning measures to safeguard security of natural gas supply
At the Dec 2007 Ministerial Council, the Ministers agreed to extend the acquis on electricity and gas by the two legal acts above. Whilst an integral part of the Energy Community acquis communautaire since Dec 2007, the implementation deadline for the Directive 2005/89 and Directive 2004/67 was set for 31 Dec 2009.
