SOCIAL ACTION PLANS

Template and Timetable


In May 2008 the Energy Community Secretariat organised a workshop on social dialogue. At the workshop the Secretariat proposed a template for Social Action Plans. The participants of the workshop agreed on both the template and proposed timetable.

 

The timetable for the preparation of the Social Action Plans, SAP included the following line of action:
1. Each Contracting Party in consultation with the social partners sets up a working group to prepare the SAP and communicates this to the Energy Community Secretariat.
2. The working groups select the most relevant legal acts out of the EU social Acquis Communautaire and use it as the basis for the SAPs.

3. Each working group drafts a SAP based on the template, but customized it to the Contracting Party’s situation.

4. The progress of the SAP is presented at the 1st Social Forum.

Drafting Process


All the seven Contracting Parties had set up the working groups by mid 2008. The majority also has identified the set of legal acts to be transposed into the national legislation. Solely Serbia presented its finalised Social Action Plan at the 2nd Social Forum on 13-14 Oct 2009, in Zagreb.  The rest of the Plans were prepared in the months to come and presented at the 3rd Social Forum on 10-11 Jun 2010, in Skopje.
