TASK FORCE

The Mar 2009 PHLG examined a Working Paper on the establishment of a Task Force on Renewable Energy (RE TF), and agreed to submit it to the Ministerial Council. The mission of the task force was to evaluate the impact of the new directive on the promotion of energy from renewable sources in the Energy Community. In Jun 2009, the 6th Ministerial Council adopted the mandate as proposed by the PHLG.

Mandate
 

Procedurally, the RE TF investigates and proposes the modalities for a possible adoption of the new EU renewable energy directive within the Energy Community Treaty. It builds on the existing knowledge, legal and institutional framework in the renewable energy already in place in the region covered by the Treaty in order to facilitate the Energy Community to act in accordance with its Article 35 of the Treaty.
 

The Renewable Energy Task Force is presently operating under its 2nd mandate for the time period Jan 2011 - Dec 2011. In Oct 2011, the 9th Ministerial Council extended the Task Force’s mandate until end of 2012. The Task Force meetings take place in Vienna, three to fours times a year.

Tasks, composition

 

In its 2011 Work Programme, the RE TF aims at accomplishing 11 tasks, varying from

-  tasks needed for the implementation of Directive 2009/28/EC,

-  assessment of the available potential,

-  incentive measures,

-  standard rules on bearing costs of technical adaptations,

-  rules concerning the authorisation, certification and licensing procedures, to,

-  promotion measures.

 

The work of RE TF is organizationally and administratively supported by the Secretariat. In this capacity the Secretariat also attends the meetings of RE TF.

 

As regards, the composition of the Task Force;

1. RE TF shall consist of expert level representatives of the Contracting Parties and Participants from governmental institutions with responsibilities, related to renewable energy sources.
2. The Observers shall be also invited to nominate their representatives from the same type of institutions, so as to actively participate in the work of RETF.
3. Each Party shall have no more than two representatives at the meetings of RETF. Participants and Observers shall have no more than one representative.
4. The Chair may invite stakeholders, including representatives of the Donors' community, to participate on an ad-hoc basis.

 

The meetings and the work of RE TF are led by the chair of the RE TF. The meetings of RE TF take place upon the invitation of the chair. RE TF meets as often as needed in order to achieve the goals set up by the mandate of the Ministerial Council.

Reports

 

It is the task of the RE TF to inform the Ministerial Council, as well as the PHLG, about the progress achieved. The chair is responsible for the preparation of the reports of RE TF and for their timely submission. The table below displays the report submitted so far.
