SHORT LIST

Further to the development and update of the priority infrastructure project lists, there is a parallel iniative to focus on a set of selected projects. Upon proposal of the European Commission, a Donors’ Community meeting was organized to draw attention to three gas infrastructure projects of regional value on 17 Dec 2009. The projects subject to discussion were:
 

Serbia – Bulgaria gas interconnector (Nis-Dimitrovgrad –Sofia/Dupnica)
the Ionian Adriatic Pipeline and
the Adria LNG.

 

The core aim of the Donors' meeting was to see if  the international financial institutions (IFIs) are interested in financing the three projects. For each project, a separate meeting with the project stakeholders, IFIs and donors, the European Commission and the Energy Community Secretariat, was organised. The aim of the exercise was to identify existing obstacles from the stakeholders’ perspective and find solutions to these. The meetings took place between Jan and Mar 2010. Building on the discussions, the Secretariat prepared its first state of play report. This report was presented at  the 16th PHLG meeting in Mar 2010.

 

 Report Gas Infrastructure Investments – state of play of selected priority projects

 

 



Building on the selection mode applied for the gas projects, the Secretariat was invited to, in close consultation with the Donors’ coordinator, identify and propose a similar short list of electricity infrastructure projects. The criteria for identifying the ‘short listed projects’ was at the following:
 

• The projects’ importance for the development of the regional electricity and gas market
• Their importance for electricity interconnection and trade
• Their merits in case that new gas anchor loads will be developed and the gasification of the Energy Community will further materialize;
• These new transmission or generation capacities are also listed as priority in the SECI or the UCTE/ENTSO reports, the GIS study, etc.
• Their need for further facilitation between different project beneficiaries (in case of a cross border projects) as well as the identification of either a private investor(s) or an International Financing Institution interested in financing these projects.

 

In Mar 2010 the PHLG welcomed the Secretariat's proposal on short list of electicity infrastructure projects. The list presently comprises:

 

• Interconnection between the former Yugoslav Republic of Macedonia and Albania

Interconnection between Serbia – Romania

Kosovo pursuant to to UNSCR 1244 - New generation capacity HPP “Zhur”

 

Paralle to the reporting on gas, the Secretariat prepared a brief state of play report, which was brought to the attention of the 16th PHLG. All the project stakeholder meetings are due to take place in the first half of 2010.
