TASK FORCE

According to the Article 35 of the Treaty, the Energy Community may adopt measures to foster energy efficiency. The Energy Community Ministerial Council took the decision to establish a Task Force on energy efficiency issues in Dec 2007.

 
 

Establishment

The Ministerial Council entrusted the Task Force with the mandate to produce a detailed plan for tackling energy efficiency issues in the Contracting Parties of the Energy Community in Dec 2007. It also elected Mr. Igor Raguzin as a Chairman for the duration of the Task Force mandate. The Task Force consists of representatives from energy ministries and agencies from all Contracting Parties, one Observer Country (Georgia) and two Participants (Bulgaria and Cyprus).

Mandates

 

The work of the Task Force is determined by the mandate it receives from the Ministerial Council. Also, the duration of its mandate is predetermined.  The Energy Community Energy Efficiency Task Force became operational in Jan 2008 for the original duration of one and half years. 
 

The Energy Efficiency Task Force is presently operating under its 3rd mandate for the time period Jan 2011 - Dec 2011. In Oct 2011, the 9th Ministerial Council granted the Task Force a new mandate until end of 2012.

 



Work Programme 2012

 

For the duration of its mandate, the Task Force prepares a work programme. The work programme determines each task with a fixed deadline and deliverables. The work of the Task Force in 2012 will center on four tasks.

 

Task 1 Monitoring and evaluation of Implementation of the 1st National Energy Efficiency Action Plans;
Task 2 Preparation for developing the 2nd NEEAP and integrating the new EU requirements;

• Task 3 Exchange of experiences related to transposition of the energy efficiency directives:  

- Directive 2006/32/EC
- Directive 2010/31/EU
- Directive 2010/30/EU and the associated implementing Directives;

Task 4 Promotion of availability of information and capacity building for energy efficiency, especially in the public sector:

- Identification of investment projects in public sector (pipeline of projects)
- Preparation of applications for the new window under the Western Balkans Investment Framework on energy efficiency
- Building knowledge and awareness and promotion of other available financing mechanisms
