NATIONAL ENERGY EFFICIENCY ACTION PLANS

The Ministerial Council adopted on 18 December 2009 Decision D/2009/05/MC-EnC on the implementation of certain Directives on Energy Efficiency, that includes Directive 2006/32/EC on energy end-use efficiency and energy services (ESD). According to the above Decision and Article 14(2) of the Directive, Contracting Parties shall submit their first NEEAPs to the Secretariat by June 30, 2010.


NEEAPs are intended to set energy savings targets and propose concrete measures and actions at the level of each Contracting Party that would contribute to meeting the targets. For the purpose of the first NEEAP, each Contracting Party should set an overall national indicative savings target of 9% or higher, to be achieved and measured in 2018, and an intermediate national indicative savings target to be achieved in 2012.


Furthermore, the NEEAPs describe how the Contracting Parties intend to comply with the provisions on the exemplary role of the public sector and the provision of information and advice to final consumers. The work of the Energy Efficiency Task Force, as well as donors’ technical assistance, has significantly contributed in the whole process of NEEAPs preparation.


So far the following Contracting Parties have submitted their NEEAPs to the Secretariat:

Due to their later accession to the Treaty, the NEEAPs for Moldova and Ukraine are still pending. 
 




NEEAPs assessment report

 

In January 2011, Secretariat prepared Report on the assessment of Contracting Parties’ NEEAPs, as required by the Ministerial Council Decision D/2009/05/MC-EnC of 18 December 2009 with respect to Directive 2006/32/EC on energy end-use efficiency and energy services. Summary report was also presented at the meeting of the PHLG  in March 2011.


With this report, the Secretariat provided a synthesis of its assessment of the strategies and measures presented in the first NEEAPs, prepared by six out of nine Contracting Parties. The synthesis report concludes the Secretariat’s assessment process and reporting on the first NEEAPs, and it complements the Secretariat’s individual NEEAP pre-assessments communicated to the Contracting Parties in the period March to June 2010.


The structure of the assessment report is similar to that used by the Commission’s services for the assessment of the first NEEAP of the Member States.
