The 2002 Athens process marked the beginning of the electricity market reforms in the region. During this initial stage benchmarking reports were made to assess the state of play. This in return enabled the identification of main impasses in respect to the acquis communautaire. The aim of the exercise was to take stock and then tailor best suited, corrective measures.
Thanks to early stage preparations, the work on the road maps coincided with the ratification process of the Treaty. By the time the Treaty entered into force, a set of tailor made policy instruments were on place and ready to be implemented.
